A former interim superintendent and chief of staff for the District of Columbia Public Schools, Elfreda brings more than three decades of experience in school administration. A distinguished facilitator with the National Center on Education and the Economy, Elfreda has also served as adjunct professor at Johns Hopkins University. Elfreda spent many years in Baltimore County and Montgomery County Public Schools in Maryland, where she held roles including Deputy Superintendent, Director of Staff Development, Director of Personnel Services, and Associate Superintendent for Professional Development and Personnel Services.
Elfreda’s passion for education carried into the private sector, where she was Senior Vice President at Blackboard Connect, Vice President for Professional Development and Vice President for Strategic Alliances at Harcourt Achieve, and Chief Development Officer at Global Partnership Schools.
An active member of her community, Elfreda has served on the boards at the Ellington School of the Arts in Washington, D.C.; Reid Temple Christian Academy in Glendale, Maryland; and New York University’s Metropolitan Center for Urban Education.
Elfreda holds a Ph.D. in education administration from the University of Maryland, an M.Ed. in counseling from Johns Hopkins University, and a B.S. in education from the University of Pittsburgh. She is also a SHRM senior certified professional (SHRM-SCP).
